Conception of the project is needed to National
Coordinator and National Steering Committee to
examine does the project's organization status,
main idea and its procedure of implementation
fit to GEF/SGP and National Country Strategy criteria.
Conception of the project has to shortly contain
followings:
- Information about Applicant - Organization (juridical
status, experience)
- Formulation of environmental problem and proposals
for its solving.
- Describing the project implementation locality
and key stakeholders from whose activities depends
problem solving or whose interests will be affected
- List of project participants (executors, partners,
target groups)
Attention! !
Because filling out the application form demands
plenty of time, it is recommended before starting
fill out the form get approval of conception from
National Coordinator or members of National Steering
Committee.

4. Formulation of environmental threats and their
causes
5. Reasons of choosing and working out the project:
why the project is needed, what it aims to change
and how, what will be the global benefits from
the project and how it can be measured?
6. Why the project fits to chosen GEF/SGP focal
area and operational programme.
Evaluation has to be part of project development
process. Evaluation also needs to define influence
of implementation outputs of the project to situation.
This part also has to contain information about
measures concern project goals, implementing or
planning by other international, foreign, national
projects, programmes, organizations.

| IGoals, measures,
outputs of the project. (not more than 2 pages) |
| Briefly describe, what project is
going to change, how situation will change after
finishing the project, what exactly local population
will do otherwise than now. Describe measures that
will be undertaken for reaching these outputs.
§ Common Goal. To ensure global environment benefits
in focal area biodiversity, international waters,
etc.
§ Project Tasks. Realistic task (tasks) that will
be solved after finishing project
§ Expecting outputs. Outputs on each task have
to be tangible, concrete, measurable. For-example,
so many audiences have been taught in so many
seminars, number of livestock or species increased.
§ Indicators. Parameters of change or outputs
that show how so far task implemented. For-example,
task - built multistory house. Indicator - number
of built story.
§ Activity. Measures and activities that need
to reach output. Activity has to be concern outputs
and budget. Formulation types and stages have
to be corresponding to following demands: SMART
(Specific, Measurable, Achievable, Realistic…)
§ Assumptions and risks. Possible situation when
project activity will be hampered or impossible
and this situation doesn't depend on the project.
For-example, unkind relation with local authority,
pressure from higher structure, changing tax code,
fire, flood and etc.

| Workplan (not less

Every project proposal has to contain
working plan (logical structure + schedule) that
demonstrate coincidence goals, activities, outputs,
requested budget and time. Workplan, like a project
proposal has to be work out with involving stakeholders
of the project to reach understanding and consent
on context components of the project and time framework.
