2.3.Comparative Analysis

National Level
The basic task of the Ministry of Environment and Emergency (MEE) is to develop and realize state policy in the area of environmental protection and natural resource management. At the regional level, MEE has territorial departments that are subordinate to the Ministry. There are interregional state ecological inspections and Local Funds of Nature Protection (LFNP). MEE's scope of activity reaches all GEF/SGP focal areas, but mainly the preservation of biodiversity.

The Ministry of Agriculture, Water Resources and Processing Industries deals with the international waters GEF/SGP focal area and cross-focal problems such as combating desertification.

The State Energy Agency deals with the international waters and mitigation of climate change GEF/SGP focal areas.

The State Agency on Registration of the Real Estate and Land Resources deals with the preservation of biodiversity and international waters GEF/SGP focal areas and cross-focal problems such as land degradation.

Local Level
Bodies of local self-governance have virtually no experience in environmental management, yet their official powers in this regard are substantial.

The Government Decree of 12 September 2000 No. 563 delegates the following powers to bodies of local governance:

· Participation in sanitary-epidemiological supervision.
· Coordination of measures for sanitary protection from diffusion of infection (in the line with the Ministry of Health).
· Assistance to interested ministries, state committees, and administrative departments in accounting for water use and collecting payment for water transport services from the internal irrigation system (in line with the Ministry of Agriculture and Water Resources).
· Introduction of community-based forestry (in line with the Department of Forest Development).
· Implementation of measures to develop opportunities for tourism and recreation jointly with tourist organizations within the local community on a contract basis, including measures for developing tourist routes in forests and hunting grounds.
· Development and implementation of regional ecological programmes and measures for environmental protection and natural resource management (in line with the Ministry on Environment and Emergency).

The bodies of local self-governance could influence decisions regarding local ecological problems, such as the improvement of forest resources management, organizational reforms, and investment in municipal infrastructure (water supply, domestic waste disposal, etc.).

3.STRATEGIC DIRECTIONS
3.1.Five-Year Vision

The main strategy of the Kyrgyzstan GEF/SGP is to involve local communities and civil society organizations in activities that address global environmental issues in the areas of biodiversity, climate change, international waters-and land degradation as it relates to these areas. This approach is intended to generate local environmental and economic benefits by promoting and enhancing the role of local communities and NGOs/CBOs and stimulating and supporting their capacity to network and cooperate with other local and national stakeholders.

Long-term goals and objectives include the following:

· Raising local community awareness and understanding of issues related to biodiversity conservation, mitigation of climate change, protection of international waters, and their links to local livelihoods.

· Promoting and supporting local communities and NGOs/CBOs in their initiatives to benefit the global environment and in mobilizing additional resources from national and international donors by effectively advocating their results.

· Establishing a national level GEF/SGP-premised fund to serve as a catalytic or bridging source of financing for related activities leading toward self-sustainability.

· Strengthening the capacities of NGOs/CBOs and promoting networking of NGOs that work effectively to reduce global threats to the environment.

· Advertising the GEF's mandate, goals, and activities by disseminating information on GEF events to stakeholders and the general public.

· Exploring possibilities for developing larger-scale GEF projects, based on the small initiatives undertaken under GEF/SGP, establishing linkages with larger-scale GEF projects at the national level, and cooperating with other national and international stakeholders.

3.2.Two-Year Objectives and Key Results Areas

Output 1: GEF/SGP Country Strategy elaborated, approved, regularly revised and executed.
Objective: To ensure country programme congruence with global GEF/SGP requirements and national environmental priorities.

Output 2: Innovative demonstration community projects selected and implemented.
Objective: (i) To demonstrate community commitment to addressing global environmental problems;
(ii) To ensure better fit with GEF focal areas;
(iii) To ensure generation of local environmental and economic benefits.

Output 3: Mainstreaming of GEF/SGP with UNDP, medium and large GEF projects, government agencies, and other programmes.
Objective: (i) To increase contact, cooperation, and linkage with government agencies and other partners;
(ii) To enhance appreciation for community-based approaches to global environmental issues within UNDP and other donors' programmes.

Output 4: A systematic and sound programme for capacity building of key stakeholders.
Objective: (i) To develop the capacity of stakeholders to identify needs and resources and to elaborate, implement, and monitor their projects in the focal areas.

Output 5: Programme of information exchange, networking, environmental education and awareness, and outreach institutionalized and operational.
Objective: (i) To market the programme and its "best practices" as means of creating interest in further similar activities among different parties and donors;
(ii) To ensure legal and socio-economic sustainability of the programme.

Output 6: Resources mobilized from other UNDP projects and donors to ensure sustainability.
Objective: (i) To identify additional funding for baseline activities and non-core activities.

Output 7: Monitoring and evaluation system in place to track and assess global benefits.
Objective: To develop a system for tracking inputs, outputs, and impacts.
